RESPONSIBILITIES:

1. Purpose & general responsibilities of the position:

  • As Financial Controller for Company you will ensure the consolidated accounts are in line with the Stakeholders’ requirements and that the statutory accounts are in line with local legal requirements to ensure that Company has no tax issues. Analyzing and providing all necessary financial KPIs to top managers in timely and forecasting/planning according to business projection/operation. Finally, you will maintain good relationship with banks, external auditors, customs, and other local authorities.
  • Beside your responsibility for accounting matters of Company, you will also be responsible for the controlling and procurement to cover all risk management including but not limit to ensure compliance to all relevant local rules and regulations, and also Company’s code of conduct; ensure all assets are covered by insurance policy; review counter party risk and get approval according to approval matrix before executing business transactions; ensure currency position and FX exposure position within assigned limit.
  • Other assignments will be nominated by line managers according to business requirements.

2. Specific responsibilities of the position:

PROJECT PHASE:

  • Organizes, supervises, and controls the booking of all purchases required for the project
  • Ensures that all documents related to the project Purchase Orders (PO's) & invoices are properly documented.
  • Responsible for the monthly costing project report including Committed, Actual Spent and Estimate Final Expenditure.
  • Cash management: cash flow forecasting by currency, FX management.
  • Maintain strong relationships with banks, custom, tax authority.
  • Establish monthly construction expenditure report.
  • Supports SAP implementation
  • Ensures that the company's prevailing administrative procedures are applied. Ensures all the finance and accounting related transactions are compliant with the companies accounting standards, tax laws, local statutory and insurance requirements.
  • Responsible to ensure correct work breakdown structure (WBS) and Account on orders and corresponding invoices for payment.
  • Review personnel requirements and organizes the work.
  • Check and arrange invoices for approval before payment.
  • Actively highlight any irregularities encountered to the Project Manager.
  • Ensures the necessary Internal Controls are in place and in full compliance.
  • Legal Representative as Confirmation on the Chief Accountant
  • Manage tax reporting and the reports to local Authorities (Statistic Department, State bank, IZ Management, DPI)
  • Manage for fixed assets, inventories, product costs control, expenses, margin of product.

OPERATION PHASE:

  • Other than responsibilities during project period, the Financial Controller shall be in charge further following responsibilities:

Policy and Strategy

  • Provide the Top management team with required information to allow them to properly evaluate the financial position of Company
  • Provide Banks, External Auditors, Tax Authorities, and other relevant parties with the necessary information to allow them to judge that we are in line with their respective requirements
  • Issue/modify internal policies regarding finance/controlling related issues (e.g. cash advances/down payment, safety stock, inventory control, warehouse management, costs for account of the employer, end to end costing process, etc.)
  • Define and cascade KPI’s throughout the Company’s organization

Business Management

  • Monitor that Company’s practices are in line with requirements from all Stakeholders, including tax and legal.
  • Provide reliable and consistent information regarding Company’s financial status, ensure Company meets legal requirements in terms of information to staff on financial performance.
  • Ensure that all procurement procedures are properly defined and followed. Involve discussing all business cases to provide the guidelines and/or approach necessary approval according to internal control procedures.
  • Ensure the budget for procurement is not exceeded and be prepared to challenge the various managers from Operations with regards to their requests for CAPEX and OPEX.

IT Management & Reporting

  • Ensure Software is properly set up and safeguards all procedures and processes to ensure the system operation consistent with regulations of government and internal control.
  • Ensure monthly financial reports are sent/submitted within the agreed deadlines to central team for consolidation

People Management

  • Provide leadership to the financial and procurement team in order to make sure that they provide quality and within the set deadlines
  • Provide leadership to the Support Services (both internal and external) in order to make sure that the needs of our internal and external customers are met.
  • Provide assistances to members of staff at all levels, especially as sample of SHE leader.

REQUIREMENTS:

Education and qualification

  • University degree in Accounting or Finance or any Professional qualification.
  • Fluent in MS Word, Excel and preferable to have SAP or Oracle Accounting experience.

Relevant experiences

  • At least 5 years’ related working experience
  • Must have knowledge and experience to close audits and accounting.
  • Comprehensive knowledge of IFRS, VAS, and Vietnamese Tax System and Laws.

  • Able to work under high pressure and willing to work overtime.
